Export permission without build
We have several apps/reports that external users access that need to export the data but we don't want them to be able to build reports off of the existing datasets. We don't want end uses to create new reports but don't mind them exporting to view it in Excel or anything.
Is there a way to accomplish this? Build permission seems to allow both export and building of new reports off of the shared datasets.

Uncheck "Allow all users to connect to the Underlying datasets using Build permission", then update the App.
Check Permissions: Right-click on an individual dataset to go to Manage Permissions and remove the user's build permissions.Then the user can now only export summary data without building permissions.

I assume exporting is enabled at the report level?
And have you granted them the ability to export in the Admin Tenant settings for Power BI? If exporting is locked down to specific AD groups, they would need to be included in those groups.
