Export data option greyed out

Dear experts, 

I am having an issue where currently only one user who has been granted full access to the data is unable to export data from the power bi visual as the option is greyed out but everyone else who has been given access via RLS does not have this issue. I have checked that all my dashboard files and options have export data enabled and i am wondering if this happens to be a bug with the user or there is an error with one of my settings?

Troubleshooting Steps for Greyed-Out Export Data Option:

  1. Dataset Permissions: Ensure the user has Read permissions on the dataset.
  2. RLS Filters: Verify that the user's assigned role allows access to data in the visual.
  3. Export Data Enabled: Confirm export is enabled in:
    • Report Settings (Power BI Desktop: File > Options > Report Settings).
    • Visual Header Settings (Format Pane).
  4. Tenant Settings: Check "Export Data" is enabled for the user in the Admin Portal.
  5. Sensitivity Labels: Ensure labels (e.g., Purview) don’t restrict data export for this user.
  6. Browser Cache: Clear the user's cache or test in a different browser.
  7. Test Another Account: Grant similar access to another account to confirm if it’s user-specific.
  8. Reassign License: Ensure the user has an active Power BI Pro or PPU license.
  9. Microsoft Support: Contact support if settings are correct and the issue persists.

Quick fix: Clear cache, reassign permissions, and verify settings!
