Export data option disappears after publishing on web

It is not supported all the time. Not MS disable the feature recently.

Thank you Venal for your prompt reply. But my intention is to publish the power bi book on internet for it to be seen by anybody of the public in the world, not just within my organisation. I am wondering if the Tenant Admin work on the setting is able to help with this at all. And I just found i could simply use the 'Embed' function (instead of 'Publish to web') to generate the code for embedding, and am hoping that may enable data export.

For now, it is not supported to export data from a report which has been published to web.

As you said, you could embed report to your own website or SharePoint. In that way, we can export data.

That would be wonderful and extremely encouraging! Thanks Xue Ding for the great news!
One question though - we are using Power BI May 2919 version. If the Export Data feature is installed through 'Publish to web', would we be able to use the feature through this old version? I don't know if it has anything to do with the desktop version here. Sorry we are using the old version because our report server does not take newer version in our organisation. We have to keep going with the old one.
