Can you please check the setting in "Admin Portal".

Path:- Power BI Service >> Settings >> Admin Portal >> Tenant Settings >> Export and Sharing Settings >> EXport Data (Enable).

    Thank you Venal for your prompt reply. But my intention is to publish the power bi book on internet for it to be seen by anybody of the public in the world, not just within my organisation. I am wondering if the Tenant Admin work on the setting is able to help with this at all. And I just found i could simply use the 'Embed' function (instead of 'Publish to web') to generate the code for embedding, and am hoping that may enable data export.
