According this new feature and this official document, i'm afraid
1.
if the reports are included in an App, users view them by the shared Apps,
the "export data" would be disabled when you remove the "Build" permission for this user in this dataset,
2.
If the reports are in App workspace, users consume them via App workspace,
the "export data" would be disabled when users only have read permission.
3.
If the reports are published from Power BI Desktop,
when you select "don't allow..." in Power BI Desktop, users will have no options to export data.
Please read more limitations here:
Some important notes:
Export data isn't available for users outside of your organization who are using a dashboard that an internal user has shared with them.
Export using Underlying data won't work if:
The data source is an Analysis Services live connection.
The version is older than 2016.
The tables in the model don't have a unique key.
If an administrator or report designer has disabled this feature.
