If you click the prompt message, it shows “ You don't gave permission...” as shown below:
Please go to the report -->Click "More options"-->Select "Summarization data and underlying data" under Export data option:
Then the prompt message will change to "You must first an aggregate to your chart..."
Based on my test, you could simply add a measure to the visual and then you could export underlying data successfully, please see the differences:

You will need to chat to the person who looks after the settings for your report, as it looks like they have disabled this option.
I myself is the admin of the workspace. Some other reports , it is still showing the option.
