Ive set allow users to download underlying datasets in the following places:
1) Settings on app.powerbi.com for the report within the workspace that the dashboard lives in
2) From the desktop version of the dashboard: File/ Options & Settings/ Options/ Current File - Report Settings
However, an enterprise user (that doesn't have a power bi pro license - my firm has a premium license) is unable to download the underlying dataset from the web.
He is accessing the dashboard from the dashboard tile (clicking on the dashboard tile to access the report).
Does anyone know what else I should check or what could be going on?

1. Please kindly make sure you've enabled the option under setting:
2. Underlying data option is available in Power BI service when the visualization in a report has an aggregate (one example would be if you changed Count to average, sum or minimum), you probably need the aggregate column to work on it.

There isn't an error, the option for underlying data is greyed out.
