Export Summarized Data to xlsx with Live Connection Taxing Capacity
We are on P1 capacity and we have experienced the same issue. User exported table using "live connection" export option and this has drained our premium capacity resources.
As admin, I think we need to disable this option and look for alternative to export large volume of data.
One option I can think of is asking them to use a slicer and reduce the export size to multiple exports and to stay within a limit of 150k rows.

How are these activities coming through on the Premium Capacity Metrics App? "XMLA Read operation" ?

yes, but what's causing actual Spike is the related Query usage ... (ofcourse, there's a chance that it may be an underlying issue withing the relationship between 2 tables in the model that it's querying during export... maybe it's creating a back-end virtual instance, with live connection and uses DirectQuery?) Hope this bit of info helps.
