Helper IVExport Data from PowerBI Service to Excel.

This is a known limitation mentioned in the documentation .

The maximum number of rows that Power BI Desktop and Power BI service can export from a .csv file is 30,000.

The maximum number of rows that the applications can export from an .xlsx file is 150,000.
As mentioned by lbendlin ,you can try to get data from Power BI into Excel using the Analyze in Excel feature,
you can also consider using Dax studio to retrieve the data from Power BI Desktop or Power BI Premium capacity datasets.
