I have a report which published to an app workspace on a premium capacity. I have two end users both are added to row level security which is a simple access to everything. both are added to the app.
The older user has the option to export the data from the visuals the newer user does not have the option available.
I have checked they are using the same browser, and i have checked all the admin setting.
I Can't understand how two users with the same settings have different outcome?

Please check this:
These limitations and considerations apply to Power BI Desktop and the Power BI service, including Power BI Pro and Premium.
To export the data from a visual, you need to have Build permission for the underlying dataset.

This is really dissapointing possibly the worst change micorsoft have made. We want users to export summarised data not have full access to all the underlying dataset!!!
