not currently possible without third party tools. If this is important to you please consider voting for an existing idea or raising a new one at https://ideas.powerbi.com
But maybe you can suggest some of the tools?
Some sort of custom ASP.Net app would probably be needed, or something based on a similar framework. Based on your description Power BI Embedded is probably not sufficient.
