Based on what you have described, this aligns with a service side inconsistency rather than a configuration or permission gap on your end. Since models with identical ownership, permissions, and settings in the same workspace are intermittently appearing and disappearing, this does indicate that the feature is not behaving consistently at this time.
If you would like this behavior to be reviewed further by the product team, you may consider sharing this feedback in the Issues forum, where such service level observations are tracked more closely.
If this behavior is blocking your business process, you may also consider raising a support ticket so the scenario can be investigated in more detail.
