Error trying to connect Power BI Premium Metrics App

To start off, I am using the GCC, so that may affect the answers and not all features work well in the government cloud.  That said, we had the Power BI Premium Metrics App working, but around the end of May it stopped refreshing.  I went to remove and add in the new version, and am getting the error below when I try and connect to the service.  I know that the GCC may not allow Template Applications, but I wasn't sure if this was a template application or not?  Any help would be appreciated as that metrics app was invaluable to us.

There are are some differences between government plans and commercial plans. There is a doc to explained the features are available in each government environment, where Template apps are not available in any government environment.

Regards to your requirements, I would suggestion you contact Power bi team for advices by creating a support ticket.
