Hi,
First time looking for help here, have searched the community but could not find a similar issue or solution that might be related. (other than bypassing the subscriber function for users other than me and using a mail rule to forward the report)
I'm trying to 'Subscribe' a number of internal users to a report within my Premium Per User workspace.
All users on face value have the same MS Licencing and Power BI (Free) assigned.
I can assign several users to the subscription successfully but there are a number i cannot, seeing this message when i do;
First port of call i checked that all users had the same licenceing profile so is there something else that might mean some users can be subscribed sucessfully yet others with the same profile not? Why can some Free users be subscribed but other not?

Thanks, as a Premium Per User licence user i've hosted the report in my own PPU Workspace and set up a mail rule to redirect the subscribed email along with the attached PDF to the recipients that need the report for the time being.
Not ideal to have to create work arounds but the cost of so many Pro Licences for the limited use case we have at the moment, or the even greater cost of Premium Capacity just isn't justifiable at the moment.

According to the document, if the report or dashboard isn't hosted in a Premium capacity, as indicated by the diamond icon, you can still subscribe others. However, they must also have a Power BI Pro or Premium Per User (PPU) license.
As you said, you can subscribe for some free users, either because the reports are in Premium capacity, or they are trying out the Pro license.
