Error message when releasing workspaces - 404

I want to set up a staff member as an administrator for Power BI workspaces.
The employee has a Power BI Pro licence.
When I try to do this, I always get the error message "Unfortunately, a problem has occurred.

The group could not be updated.
Try again later, or contact support. Provide the following details when contacting support."

With the following details:

HI @Niemeyer ,

Since this is just for one workspace I am wondering if you are the owner or admin of that workspace?  You would have to be at that level to make somebody else an admin.  Also - the message says "group" - are you trying to add this person by their email or by some sort of group alias?  OR, is the only admins in that workspace part of a group and this user needs to be added to that group first?

Hi collinq,

I would like to add someone using their email address.
However, the problem could be that this user does not have permission to create workspaces. Maybe that is why it is not possible to make him an administrator of an existing workspace.
However, this could also be stated in the error message.

Hey @Niemeyer ,

I don't think that the person has to have certain permissions in the entire tenant to be an admin of any given workspace.  "Initially, the content administrator / workspace creator is the only user that has a permission of Admin. However, others can be added."  And, you can "Add security groups, distribution lists, Microsoft 365 groups, or individuals to these workspaces as admins, members, contributors, or viewers." (Give users access to workspaces - Power BI | Microsoft Learn)

So, if you are the owner, is there something unique about that email address - as in, is this an internal email?  external? Are you typing it in or pulling it down from AD?  Can they currently sign into app.powerbi.com and see any other workspaces?
