    Thank you lbendlin  and Anonymous , the resolution was that I needed to an an SSL Certficate to the Cert Store on the SQL server in Azure, than in SQL configuration manager > add the certificate.  After that, We were able to sucessfully create a Data Gateway in Power BI Admin Center.

Check with the SQL server admins. Sometimes production servers have encryption disabled for performance reasons.
