Based on my research, it is not possbile for us to get the information of how many datasets are being refreshed during a period.
Maybe you can suggest the owner of datasets to configure the refresh time to a free time to reduce pressure of your CPU memory usage.

We are also trying to see whether Audit Logs or Event Logs will be somewhat helpful for us.! Request you to kindly shed some light on this, if you have some experience on the same.
