End users unable to export underlying data

I would first check if you also enabled this option in Admin Center. This can have direct impact on your reports.

These are not complex visuals with massive amounts of data. When I did an export that a user was trying and failing to do, the result was an excel file with only 9 columsn and less than 200 rows. Additionally, exporting worked fine until recently, and we've made no changes.
