End users unable to export underlying data
Hello,
Recently, our end users have lost the ability to export underlying data from our visualizations (edited to add: I am able to export the underlying data; only our other end users are not). I've checked the Power BI desktop file and confirmed that underlying data was an allowed export:
Additionally, I've checked the options on the services side and can confirm that exporting underlying data is allowed as well:
I'm not sure what else I need to check, nor why our users would suddenly lose the ability to export data when we've made no changes.
TIA for the help.

It looks like I have this option enabled in Admin Portal as well:
These are not complex visuals with massive amounts of data. When I did an export that a user was trying and failing to do, the result was an excel file with only 9 columsn and less than 200 rows. Additionally, exporting worked fine until recently, and we've made no changes.

Hi mregnide ,
First, you have to make sure that the "Allow end users to export data with current layout, summarized data and underlying data from the service or ReportServer" option is checked when the report is initially created and uploaded to Power BI Service. If it is not checked at the beginning, it will not work even if you check the option and re-upload it later. In this case, you need to checked that option first and then recreate the report. Delete the original report in the Service and re-upload it again.
Copy and paste a report visualization
Copy Measures Between 2 Power BI PBIX Files
In addition, see if you have hit any following of the limitations I mentioned in my previous post.

Is there some feature that was recently rolled out that would have caused this? This is a new problem that is affecting all of our reports. Before this, we never had any issues with exporting underlying data.

Hi mregnide ,
I have found a similar post, please refer to it to see if it helps you.
Solved: Unable to export Underlying Data - Microsoft Power BI Community
- The problem was not coming from my side but from the company PowerBI Service Admin that had disabled this feature.
After reaching out to him, he was able to activate this option and since it does work.
For the issue, I cannot reproduce it here. We suggest you to open a ticket here for help if you are a pro user: https://powerbi.microsoft.com/en-us/support/

We had a similar issue with users who were using the app to view reports. We identified that when publishing the App, you need to check the "Allow people to build content with the datasets in this app audience" checkbox.
After doing this, users were able to export data.
