So I've just noticed the following:
End users have always been able to alter the Page & Report Level Filters---authors want this.
But now, End users can also alter the Visual Level Filters--including on KPI visuals where values have to be set in order for the visual to function correctly.
Has anyone else noticed this? Is this a bug or part of an 'update' to the service.

I can confirm that I can see this, users can edit the Visual level filters without editing the report. I honestly couldn't tell you if or when that option existed in the past but it is definitely there now. Updates to the Service can be a bit sneaky, I haven't found a good source for announcements for updates to the Service like the updates to the Desktop.
Well, I have customer scenarios where this presents a problem, no doubt. And I have other customers for which this solves some problems. So, I guess what I am saying is that it would be nice to have more control over these sorts of things
