Enable drill down setting does not publish correctly

PBI Desktop version October 2018 (2.63.3272.40262)

I have a report with a clustered column chart, on which, in the desktop I have enabled Drill Down

In the Visual Header, I have disabled many of the arrows, only wanting the user to see drill down enable and drill up.

Once published, however, the state of Drill Down being enabled is OFF

Does anyone know how to fix this? I don't want to have to train the users to click on the drill down button before drilling down into the visual.
