    This is the procedure to solve it (I'm the Adminstrator):

     

    1. In Power BI Services go to Settings
    2. Admin portal
    3. Tenant settings
    4. Under Export and sharing settings go to Publish to Web
    5. Activate Allow existing and new codes
    6. Apply

      Wait 15 min

      Now you can generate new embed codes

Same issue here. And by the way. I already verified that I am the domain owner. Could somebody help us ?
