Hi,
Do viewers need Pro licenses when Power BI reports are embedded or shared in apps from workspaces with Fabric F2 (lowest) capacity?
I spoke to someone from Microsoft, and they mentioned that viewers without a license need at least Fabric F64 capacity. However, I also read somewhere that Fabric F2 capacity is sufficient for viewers without a license.
Which one is correct?"

You describe two different scenarios, which have two different answers.
Scenario 1: Users will consume reports by logging into the Power BI Service, and accessing reports from Workspaces and Workspace Apps
This scenario requires Pro licenses for all end-users, unless you have a Fabric Capacity of at least size F64.
Your F2 would not be sufficient to avoid licenses for all users.
Scenario 2: Users will consume reports by accessing a website in which a Power BI report has been embedded.
If this embedding happens via the "Embed for your customers"/"App Owns Data" scenario (Understanding the different embedding solutions in Power BI embedded analytics | Microsoft Learn) where users will not login with a Microsoft Entra login, the end users will not need licenses, even if you are just on an F2 capacity.
Note that the latter requires web development skills, and a bit of development time to set up.
