Embedded report option not showing

According to your description, Embedded report option is not showing in your workspace.

For your situation, first you need to check the "Publish to Web" is opening in your Admin Portal or not?

Becasuse for this feature , you just need to be an admin,member,contributor in worksapce.

And for the "Embed for SHarePoint and website", you should need this :

Createor：Pro，PPU liscense,you have permission to view reports（Guest user are not supported ）
Viewer：need Pro、PPU liscense（unless in Premium【EM 或 P Sku】）
