Yeah, but there is no playground, right? No way to test it without having Embedded capacity?

And about your question, the answer is that you can publish and share paginated reports in your My Workspace or in other workspaces, as long as the workspace is in a Power BI Premium capacity and you have write access to the workspace.
Prerequisites
- You don't need any license to download Power BI Report Builder from the Microsoft Download Center for free.
- You need a Power BI Pro or Premium Per User (PPU) license to publish a report to the service.
- You can publish and share paginated reports in your My Workspace or in other workspaces, as long as the workspace is in a Power BI Premium capacity and you have write access to the workspace.
- In a Premium Gen1 capacity, a Power BI admin needs to enable paginated reports in the Premium capacities section of the Power BI admin portal. In a Premium Gen2 capacity, paginated reports are enabled automatically.

Yes, I have a PPU license and I have a workspace that I can publish my reports to. How do I share a report? What kind of license people I am sharing with would need?

Hi Markzolotoy ,
After you published a paginated report to the Power BI Service, you can share the report as follows.
People being shared do not need a license and can be free users.
About the license I think you may also need to refer to this article to learn more.
License type Not in Premium capacity Premium capacity Free Use as a personal sandbox where you create content for yourself and interact with that content. A free license is a great way to try out the Power BI service. You can't consume content from anyone else or share your content with others 1 Interact with content assigned to Premium capacity and shared with you.
