Hi,
I have a powerbi embedded in a powerapps portal with app owns data setting (embed for your customers). I have a Pro license to develop and embed the powerbi report into the portal. But, in case of users who would be accessing this PowerBI report via the portal, what kind of license do they need to see the report ? Would A SKUs be sufficient ? Or do I need P SKUs ?

None. With Embedded you bear the brunt of all licensing when you pay for the A SKU. Only those publishing the report to the workspace backed by the A SKU need a Pro (or PPU) license to publish.
