Embed URL doesn't update with newly published data from PowerBI desktop
It is a limitation of Publish to Web feature. It may take up to 1 hour to reflect the changes.

Not sure about your actual scenario. But if all of your report consumers have a Pro license, then you can try the secure embed feature.
