Embed Report option not showing in Dashboard's File menu

Could anyone help with the the issue below?  Is there anything I need to setting in Admin Portal with my Power BI Administrator to enable both Dashboard and reports being embeddable? 

I want to embed a Power BI Dashboard into one web application, however, when I check the File option on the Dashboard page, I'm not even able to see the Embed Report option. 

When I check any report in the same workspace, I'm able to see the Embed report option.

Hi. First of all. Embedding setting is for report, not for dashboard. Then, at Admin portal you keep to settings for that menu. The "publish to web" and "Embed content". Consider that if the report is breaking a limitation it might appear greyed out.
