Edit Semantic Model Access for Guest Users

Hi all,

Our external customers cannot access the Power BI Service directly, they access reports via an embedded portal and therefore cannot edit the semantic model. Is it possible for an external user to edit the Power BI semantic model (e.g., modify measure definitions) without having access to the Power BI Service, perhaps using APIs or another approach? Or is this something that is planned for the future?

Thanks in Advance,

  • Hello PBIUSER_01  , it is not possible for external users to edit a Power BI semantic model without having direct access to the Power BI Service. Editing a semantic model, such as changing or creating DAX measures, is a privileged action that always requires an authenticated identity in the tenant and appropriate permissions. This applies even when reports are consumed through an embedded portal.

While Microsoft has introduced limited data model editing in the Power BI Service, this functionality is still restricted to authenticated users with write permissions and is not available to users who only access content through embedding.

As a result, the only supported options are to invite external users as Microsoft Entra B2B guests with direct workspace access, use a separate tenant where they are treated as internal users, or keep semantic model editing fully managed by an internal team.
