Edit Button not showing up for user with Admin or Contributor permissions

Hi We have a workspace with a shared dataset where a  user with Contrinbutor permissions does not see the edit button.  I elevated him to Admin and he was still unable to see after refreshing.

In the other workspace which was created over a year ago he has Contributior permissions and can edit.  That workspace also has the dataset in it.

Can anyone help with a possible solution

Could you get the user to log out and back in?

Also what happens if you remove the user and then add them back into the app workspace?

I did remove then add user back but still wasn't able to see the edit button.  Will have them log out. We only refreshed the browser during testing.
