Dynamically scale up/down/out/in Power BI Embedded A SKU in Azure.

Use Case: 80,000 users using the custom application containing embedded Power BI visual. Is there a way to dynamically scale up/down/out/in Power BI Embedded A SKU in Azure based on varying load between peak and off-peak hours before committing to P SKU which is at least a $5K commitment per month.

Secondly, can the A SKU be changed to P SKU at any time and the dashboards and reports be migrated without trouble?
