    Hi effertz12,
Thank you for posting your query in the Microsoft Fabric Community Forum.

Based on the official documentation for dynamic subscriptions in Power BI reports:
Create a Dynamic Subscription for a Power BI Report - Power BI | Microsoft Learn

Dynamic subscriptions allow you to send personalized versions of the same report to recipients by applying filters defined in a semantic model, so each user receives a filtered view of the data.

The documentation describes personalization as filter‑based. Page selection is configured statically when the subscription is created and isn’t described as something that can be varied dynamically per recipient.

Additionally, dynamic subscriptions require the report to be hosted in a workspace backed by Premium capacity or Microsoft Fabric capacity.

Based on these documented capabilities, scenarios where different users need different combinations of report pages typically require alternative approaches, such as separate subscriptions or custom solutions that run on supported capacity.

    Best regards,
