Dynamic Email Subscription not working on PPU

Looking at the documentation, it appears that this is only available for parbr premium or fabric capacities It might all have worked in the past, but based on documentation, this is no longer valid.

Anonymous StevenIrvine The Premium Per User license is a type of license based on the Pro license that provides Premium features. Premium Per User license is a kind of user-based license, which is different from capacity-based Premium license. While the PPU license provides many advanced features, it is not equivalent to a full advanced capacity license.
For dynamic email subscriptions, Premium per User and Pro licenses are not sufficient. You indeed require a Fabric Capacity or Power BI Premium Capacity.Create a dynamic subscription for a Power BI report - Power BI | Microsoft Learn

It also coincided with my access being downgraded to Pro, for no apparant reason.

It could be that you went to Pro license?
I do know sometimes there are some bugs in the system, where things work where they should not. But the documentation is the source of truth and that is where you need to check what can or cannot be done.
