For the past week when I download a report from Power BI Service, which uses a different Power BI dataset as it's datasource, the downloaded file is containing full editing rights to that dataset. If I were to republish the downloaded report it doesn't overwrite the existing report on the service (even though the name is the same) and a new dataset with the same name is created.
This is happening for all reports with a Power BI dataset as its datasource.
Has there been a change to how the downloaded files work? Anyone know how I can just download the report only?

From the official document can see:
Members of a workspace can't replace the originally shared report.
Seems it is by design. By my test it is the same as you described. When you republish the report, why not rename the report to distinguash the new report and original report.

Report names and dataset names have no meaning on the service. What is important is the object ID (the GUID).
Please describe what you mean by "full editing rights".
