Download PBIX without edit permissions

Based on the knowledge, there are some limitations when downloading a pbix file. Microsoft requires appropriate permission settings for data security.

I appreciate the response lbendlin , but I honestly think it doesn't make sense to have to upload a new pbix file in a file share every time a change is applied.
I don't understand why this type of permissions are not allowed to be configured separately to provide more flexibility.
