Download PBIX for Report Created form SharePoint List

I had a user create a report from a list using the integration menu in SharePoint.

We need to download the PBIX and make a properly governed report to be published to the service. I read that the "Reports are published back to the list or library at the SharePoint data access level of the report creator. " How can I access this area to grab a copy of the pbix?
