Dear,
I need to download a report from the Power BI service and I can't get it to show as disabled. Since my user has all permissions.
It is even enabled in the administration portal in download reports:
Do you know what it could be?

We have the same issue.
We have a lot of reports what previously was able to download from service but now we realize that the download is disabled. All of those are reports which used the shared dataset. Reports which are in same workspace with dataset can be downloaded but if the report is in different workspace the download option is disabled. This is changed functionality and it have been worked in different way previously.
Change you this back quickly or at least tell to us if you won't fix this. Because our way of work was that business can download the template report from service and create they own reports using that template, and if this is something what is not supported anymore, we need to change process dramatically.
