Does 'pin visual' from a report to a dashboard really require Build permission on the semantic model

In my organization, we're all Power BI Pro users. I have a workspace with "certified" semantic models which only I can see, and other workspaces with reports for users. For a user who is workspace admin to access a report, he needs read permission to the semantic model. For him to pin a visual from that report to a dashboard within his own workspace, it seems he needs Build permission to the semantic model. Is that really the only way? I don't want him to be able to download the model or link to it via Excel, so is there a way to let him pin visuals without granting build permission to the semantic model?

Hi @Cadenze you are right on the part that users need build access permission to pin visual. Some workaround that may help in your case ,if the user just needs to pin visuals having access to dashboards, you can publish the report via a Power BI app. This allows them to interact with the reports and dashboards without needing direct permissions on the semantic model.
