I have a Power BI Embedded capacity (A SKU) which we are using to embed a report into a web app. We are creating an additional web app and the Power BI report is set up with Direct Query and we require it to use change detection. We’ve created the report and workspace using a Premium Per User account and we have published this. We can embed the report and access it using service principal, but the report displays a message saying change detection is unavailable without a Premium subscription.
Is it possible to use change detection with an A SKU capacity, and App Owns data access? If we require a Premium capacity (P or EM) can we even use this to embed Power BI using app owns data in our web app?

When publishing the report to service, “change detection” is only supported in workspaces that are part of a Premium capacity.
According to your description, you created the report and workspace using a Premium Per User account. Therefore, the report isn’t on the premium capacity, and I suggest that you should assign a premium capacity to your workspace.
Since you have a Power BI Embedded capacity(A SKU), you can use the “admin portal”—“Capacity settings” to assign a premium capacity to your workspace.
And then the “change detection” is available.
It is possible to use change detection with an A SKU capacity, and App Owns data access. And if you require a Premium capacity (P or EM), you can use this to embed Power BI using app owns data in your web app.

I am pretty confident if you change the app workspace from Premium Per user to A SKU you should then be able to use the change detection feature.
