Does RLS in Semantic Model override Effective permission?

Row Level Security is enabled and configured for a particular user and while testing for that person, the Effective permission for that person shows as "None". When tried to view the PBI report, it shows "This user does not have access to the dataset or report." 

It is ambiguous whether the user has access or not. Please clarify.

The user needs to be initiatlly given access at the dataset and report level for him/her to access the report at 1st aspect.

post that adding the user at role level (RLS), would filter the data as per need

Hi, @sultanib 

If you define RLS in the semantic model, you will be prompted that you cannot access it. You need to grant your user a specific permission (read or write). For information on whether RLS is applied to different permissions, you can refer to the following documents:
