Is PowerBI data refresh using a queue mechanism to avoid the underlying server's CPU and memory being exhausted if too many data refreshes happen simultaneously?

Yes, Power BI does refresh using a queue mechanism
It worked on first come first serve basis and that queue will be decided based on capacity category
once the limit has reached, the next refreh has to wait until any existing finishes

Do you know if there's any documentation on the topic? I have been unable to find anything, with exception of for Power BI Report Server. I'm curious if it is the case regadless of data source and when using an On-premises data gateway.
