After consultation with Microsoft, it is confirmed that autoscale does NOT increase refresh model parallelism, only CPU allocation.

When you increase the number of v-cores by autoscaling, you can improve the overall performance of your model by providing additional compute resources. The maximum number of parallelism is increased, however, it does not cause the refresh parallelism to increase proportionally.

@v-tangjie-msft these blog posts refer to refresh parallelism inside of Power BI Desktop, so the effect is on one model. I am not referring to this. I am referring to model refresh parallelism in the Power BI Service, i.e. how many Power BI Datasets can be refreshed at the same time.

As far as I know, there is no upper limit for parallel refreshes for Premium capacity as long as your capacity CPU does not exceed the limit.
