Do we need a Power Bi Paid plan to access shared reports?

Hello lexios,
to share and open a report or dashboard you need to have a Power BI Pro license.
Another way is to buy a Premium capacity. You can then share the report in a workspace with premium capacity assigned and you do not need to have a Pro license for viewing.

Thanks for the fast and effective reply of ReneSchlegel and Idrissshatila . The following are some of my supplements.
For the recipient to access the shared content, they also need to have a Power BI Pro license or Power BI Premium Per User (PPU) license, unless the content is hosted in a workspace that's in Premium capacity.

When you use Publish to web, anyone on the Internet can view your published report or visual. Viewing requires no authentication. It should be noted that it is public and may expose your privacy data, please use it with caution.
