Do accesses at the source affect RLS filters?

Hello v-angzheng-msft,
Thank you for your response. I have already removed all accesses from the workspace and left the access on the app only. There must have been something stuck on cache or so, because I noticed that if I published the report on new workspace then everything works as designed... Must be some glitch

Yes, access to the data source affects RLS filtering, if a user has access to the data source then RLS does not work, in other words, row level security only works for users with viewer privileges. If RLS does not work as expected, check if the workspace role permission is set to viewer.
