I'm planning to implement sending pdf reports via Power Automate and I want to ensure that by using a PPU workspace can work this approach. This approach is required for a small company so A1 capacity looks a bit expensive for them.

PPU workspace can't automate report PDFs with Power Automate.
But a PPU user can create a subscription email that contains a PDF of the Report. That email can be sent to a Pro user and they can see the PDF.
However that email cannot be sent to an email address that has a Free licence or does not have a licence, you'll get the error message "Free users or groups can only be subscribed to reports or dashboards backed by Premium capacity: " when you try and create the subscription, unless the organisation has a Premium Capacity licence and the report is on a Premium Capacity workspace.

Thanks for the prompt reply. Actually a suscription won't work since there are a lot of items to be filtered as "PDF specific supervisor report". My approach is to send on a monthly basis around 300 PDF reports via Power Automate, those supervisor receivers will receive only their corresponding worker reports. Neither the workers and suprvisors will log in Power BI service.
A PPU user will own the Power Automate Flow so I want to ensure that the PPU user can do that in the understanding that the correponding workspace is a PPU as well.
