Do I need Premium Capacity?

When you create a workspace in a Premium capacity (Power BI Premium or Power BI Premium Per User), you have the option to share it with other users. However, there are different levels of access that Pro users can have depending on whether they are in the same organization or external users:

• Sharing with Pro users within the same organization: You can share the workspace with Pro users within the same organization, and they will have access to the reports, dashboards, and datasets within the workspace. They can view and interact with the content but will not have access to the Premium-specific features like paginated reports and AI capabilities unless they also have a Premium license
• Sharing with external Pro users: You can share the workspace with external users who have Pro licenses. They will have access to the reports and dashboards within the workspace.
