Discrepancy in Workspace map vs Desktop map - Need help!

This issue is likely caused by a recent bug with Bing Maps in Power BI Service (as some users reported similar issues in the Power BI Community recently). These bugs tend to affect the filled map visual specifically, especially when geocoding ambiguous region names like states or provinces.

The discrepancy between your Power BI Desktop and Power BI Service (Workspace) maps can arise due to differences in Bing Maps geocoding, data categorization, locale settings, or service-side data refresh issues.
Ensure that your "State" field is correctly categorized as State or Province, and check for mismatches in regional settings between Desktop and Service. Also, perform a full dataset refresh and verify that no unexpected filters are applied in Power BI Service. If the issue persists, try using Latitude and Longitude fields for more precise mapping.

Like I mentioned in my post, I already have my State measure categorized as State or Province and have already tried data refresh.
Withinn powerbi service, I have cleared all filters and it does nothing. I can directly reference states which arent being highlighted (Texas in this example) and get their data but it still does not visually highlight them.
I just want my powerbi service report to accurately reflect my powerbi desktop version
I have also tried with fresh files and new data sources and published results are the same. A number of states are being accurately reflected in powerbi service
Also, filled maps seem to be the specific issue. Map-visuals are working as intended but not visually preferred.
