Hi all.
I'm sharing a report on powerBI from our premium capacity environment but the email notification is sent even when I uncheck the option "Send an email notification".
The access is granted from Report -> Direct Access -> Add User.
Is this correct? Any difference between internal/external user for this option?

Hope everything is going well.
I tested the questions you raised:
There are many people in my workspace. I use the Dataset created by others and the Dataset I created by myself.
For the first time, I used the Dataset created by someone else to share, opened the email notification, and received the email.
You will have a "Open This Data" button when you receive an email, which can be accessed when you open it.
The second time I used the Dataset created by others for share, closed the email notification, and did not receive the email.
For the third time I used the Dataset I created for Share, opened the email notification, and received the email.
For the fourth time, I used the Dataset I created to share, closed the email notification, and did not receive the email.
So the "Send an email notification" option really should control whether emails are sent to users who have been granted access. This applies to situations where a semantic model, dashboard or report is shared with the intention of informing recipients about their new access rights.
Regarding the issue of differences between internal and external users of this option, external users may need to perform additional steps, such as accepting an invitation link to view a report or dashboard, which are not required for internal users.
Regarding the questions you raised, it is recommended to check the following aspects:
Make sure the issue persists across different reports or dashboards. Occasionally, temporary glitches in the Service may cause unexpected behavior.
Make sure the Power BI service is up to date. Although Power BI is a cloud service, ensuring that all components you interact with (such as Power BI Desktop, if used to publish reports) are updated can help avoid compatibility issues.
If the problem persists after following these steps, you can publish your problem to Home (microsoft.com) to better help us improve our functions.

I've tried few days later and apparently it's started to working fine. So, the option it's doing his job.

As far as I am aware you. remove the option to send an email notification. It should not send the email. in any case this will work if you do send an email to both internal and external users.

I've tried with few user and even I uncheck the option, the invitation is sent.
There are others configuration that I could check?
