Disable Report Refresh for Viewers

Hi, 
I have created a Report in Power BI desktop. I used Direct Query on Kusto Tables present in Azure Data Explorer(Kusto) for making the report. I published this report in My Workspace on Power BI Service. I have given view only access to some people and stilll they are able to refresh the report. I have set a daily automatic refresh on my semantic model and I don't want my viewers to have refresh capability on the report. 
Please provide a resolution.

the viewer role has the ability to refresh a report, and you can't remove this ability to refresh a report.
