Difficulty with publishing PowerBI to website

I used this website: https://learn.microsoft.com/en-us/power-bi/collaborate-share/service-publish-to-web to publish to web from PowerBI. However, there is now a "sign in" page on the website. My understanding was that if you have pro, you are able to publish to web for folks to see. Any insights?

    HI mc123 ,

     

    You are correct that if you used "Publish to Web" and you published to an internet accessible location, then anybody in the world can get there.  If you used "Publish to Web" and put it in an internal only location, then every user must have a license.
